Does Kemper File an SR-22?
Kemper Auto lists drivers with SR-22 requirements among the situations it has insured, and says it files both SR-22 and FR-44 forms where applicable. The harder question is whether it writes in your state at all: Kemper publishes a personal auto availability list of ten states, and does not label that list an SR-22 list.

What Kemper says, in their own words
Kemper's personal auto page answers the question directly: “Yes, Kemper Auto offers affordable SR-22 certificate options for suspended, revoked, or canceled driver’s licenses.” It goes further than most carriers do and names the situation on a list of drivers it has covered, alongside drivers without a license and drivers with a suspended one. Its own guidance is careful about who transmits the certificate: “Once your policy is active, your insurer may then electronically file the SR-22 form on your behalf. Not all insurers offer this.” Every statement on this page about what Kemper does is quoted from Kemper and linked. Nothing here is our reading of how they underwrite, because we cannot see that and neither can any other site.

Strengths
They name the situation, not just the form
Kemper lists drivers with SR-22 requirements among those it says it has insured. Most carriers describe the form and stop short of saying who they will cover.
FR-44 as well as SR-22
Kemper says it files both where applicable, and names Florida and Virginia as the two states that use the FR-44. Its Florida page says it handles that filing.
They tell you to check
Kemper's own guidance warns that not every insurer files at all: “Not all insurers offer SR-22 filings, so it is important that you find one that does.”

The availability list is ten states, and it is not an SR-22 list
Kemper publishes the states where Kemper Auto writes personal auto. It does not present that as the list of states where it will file an SR-22, and we will not present it that way either.
'May' and 'often' are Kemper's words
Its filing description says an insurer “may” file electronically, and that a driver can “often” file the same day. We have kept both hedges because Kemper wrote them.
Filing is not the same as accepting
Whether any carrier will write a given record, in a given state, is underwriting. No carrier publishes who it declines, so a page saying “Kemper offers SR-22” has answered a different question from the one you are asking.

Kemper Auto's personal auto availability list runs to ten states. If yours is not on it, the filing question does not arise.

The certificate is routine to transmit. The premium is set against your record, and that is the number worth asking about.

Does Kemper offer SR-22 insurance?

- Kemper says it does where the form applies: “Kemper Auto files SR-22 and FR-44 forms where applicable.” On its Florida page it says it offers FR-44 insurance and handles the filing. It names Virginia as the other state that uses the form, but does not say on that page that it files there.
- How does the certificate reach the state?
- Kemper describes the sequence rather than promising it: “Once your policy is active, your insurer may then electronically file the SR-22 form on your behalf. Not all insurers offer this.” The word “may” is Kemper's.
- How fast is it filed?
- Kemper says a driver can often file the same day they request it. Its own hedge is “often”, and we have kept it. Filing speed is the carrier's, not ours.
- Which states does Kemper write in?
- Kemper publishes a personal auto availability list of ten states. That is an availability list, not an SR-22 filing list, and Kemper does not present it as one. Ask about your state directly.
- Does Kemper write a non-owner SR-22?
- On its Texas page Kemper says its filing service includes “some non-owner SR-22 options” where available. Both hedges are Kemper's. It also says plainly that “A non-owner SR-22 does not cover a car you own or regularly use.”
- How long will I need the SR-22?
- Kemper says the certificate is “typically” maintained for three years and can run longer depending on the violation. For Texas specifically it says filings are generally required for two years from the date of suspension. The period is set by your state, not by the carrier.
- When does the clock actually start?
- Kemper says it generally starts at license reinstatement, or when the filing is accepted by the state, rather than on the conviction date.
- What happens if I miss a payment?
- Kemper says the insurer must monitor the policy and report to the state if it is cancelled, lapses, or a payment is missed. That reporting duty is what the certificate creates.
- Can I have the SR-22 removed early?
- Kemper says typically no, and warns that removing it early can restart the period or suspend the license again.
- What if I move to another state?
- Kemper says the requirement follows you, and usually means keeping a policy that can be filed in the state you are moving to.
- Is Kemper the company that underwrites the policy?
- Kemper describes Kemper Auto as one of its brands and publishes a roster of underwriting companies “that may currently be in use” with their principal places of business. Which entity writes your policy depends on your state.
- Does that mean Kemper will insure me?
- Whether any carrier will write a given record, in a given state, is underwriting. No carrier publishes who it declines, so the only reliable way to find out is to ask with your record in front of you.
- How much is the filing fee itself?
- $15 to $25 in most states. That is the state's charge for processing the certificate, not Kemper's price for the policy, and the four states that do not use SR-22 charge nothing because there is nothing to file. What you pay Kemper is a premium, set against your record.
