What Freeway says, in their own words
The Terms of Use are unambiguous: “Freeway Insurance. is a licensed insurance agency licensed in California and other states. All products and services advertised or referenced in this website are subject to availability from insurance carriers not related to Freeway Insurance”. The SR-22 marketing page reads differently: “Freeway Insurance will insure motorists with an SR-22 burden.” We are not going to reconcile those for them. What matters to you is that an agency does not underwrite, and the certificate is filed by whichever carrier writes the policy. Freeway's own non-owner page describes exactly that sequence.
What is settled, and what is not
Strengths
They describe the mechanics honestly
Freeway's non-owner page walks the sequence and ends “your insurance company will file the SR-22 certificate with the state.” That is the correct actor.
They say plainly you cannot file it yourself
On its Texas page: “You cannot file an SR-22.” And: “Only an insurance company licensed to do business in Texas can file an SR-22.”
They publish a license table
Freeway lists the licensed entity per state. In Georgia and New Jersey that entity is not Freeway Insurance Services America at all, which is the kind of detail most brands leave out.

The site contradicts itself on what Freeway is
The Terms of Use say agency; the SR-22 page says Freeway will insure you. Read the terms.
And on how long the filing runs
Freeway's SR-22 hub says the filing runs two to 10 years. Its non-owner page says “Generally, it's between 2-5 years”. Both are Freeway's. Neither should be relied on as your answer; your state sets it.
Every figure on the page belongs to somebody else
Freeway attributes its dollar figures to insurance companies rather than to states, so none of it is a state fee and none of it is quoted here.

Freeway's own table shows the licensed entity differs by state, and it covers all 50 states but not the District of Columbia.

Does Freeway Insurance offer SR-22 insurance?

- No. Its own Terms of Use say “Freeway Insurance. is a licensed insurance agency licensed in California and other states”, placing business with “insurance carriers not related to Freeway Insurance”. An agency sells other companies' policies.
- But the SR-22 page says Freeway will insure me.
- It does: “Freeway Insurance will insure motorists with an SR-22 burden.” That sits against the Terms of Use, which are the legally operative description. We are quoting both rather than choosing for you.
- Does Freeway help with an SR-22 filing?
- It says so: “our agents are trained in finding SR-22 insurance quotes you can afford and making sure everything is properly filed with the state.”
- Who actually files the certificate?
- The carrier. Freeway's own non-owner page says “Once you purchase your car insurance, your insurance company will file the SR-22 certificate with the state.”
- Can I file the SR-22 myself?
- No, and Freeway says so plainly on its Texas page: “You cannot file an SR-22.” It adds that “Only an insurance company licensed to do business in Texas can file an SR-22.”
- How long will I need it?
- Freeway's own pages disagree. The SR-22 hub says two to 10 years; the non-owner page says “Generally, it's between 2-5 years”. Your state sets the period, and that is the only answer worth acting on.
- Does Freeway write a non-owner SR-22?
- It has a non-owner page and describes buying one, including the point that a non-owner policy is for drivers without a car of their own.
- What happens if the policy lapses?
- Freeway says “most states require insurance companies to alert them in real time if there is a lapse in coverage or if a policy is cancelled”, and that a lapse makes it harder to find a willing insurer.
- Which company would actually be insuring me?
- Freeway does not name one for your case, though its SR-22 page displays carrier logos including Progressive, Allstate, Farmers, Geico and Liberty Mutual. Displaying a logo is not a statement that those carriers file SR-22s through Freeway. Ask for the carrier name before you buy.
- Is Freeway licensed in my state?
- Freeway publishes a license table covering all 50 states, though not the District of Columbia. In Georgia the licensed entity is Southern Harvest Property and Casualty, Inc. doing business as Freeway Insurance, and in New Jersey it is Freeway Insurance Services of New Jersey, LLC.
- Does that mean I can get covered?
- Whether any carrier will write a given record, in a given state, is underwriting, and an agency cannot promise it either. The only reliable way to find out is to ask with your record in front of you.
